N\u00eb k\u00ebto debate (konsultime) kan\u00eb marr\u00eb pjes\u00eb 3471 individ\u00eb nga shoqatat e viktimave dhe familjeve t\u00eb viktimave, organizatave p\u00ebr t\u00eb drejtat e njeriut, organizatate t\u00eb rinj\u00ebve, grupeve t\u00eb grave, shoqatave t\u00eb gazetar\u00ebve, shoqatat\u00eb veteran\u00ebve, komunitetit akademik, komunitetit t\u00eb jurist\u00ebve, qeverisjes lokale dhe organizata e grupetjera.
