K\u00ebto nisma karakterizohen nga: 1) interesimi i pamjaftuesh\u00ebm nga ana e bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare p\u00ebr t\u2019i p\u00ebrfshir\u00eb \u00e7\u00ebshtjet e drejt\u00ebsis\u00eb tranzicionale n\u00eb thelbin e bisedimeve p\u00ebr paqe dhe dialog; 2) p\u00ebrpjekjet jo t\u00eb plota, t\u00eb politizuara dhe t\u00eb personalizuara nga lider\u00ebt politik\u00eb komb\u00ebtar\u00eb; nd\u00ebrhyrjet afatshkurtra nga OJQ-t\u00eb me dep\u00ebrtim dhe p\u00ebrfshirje t\u00eb kufizuar t\u00eb komuniteteve t\u00eb prekura; 3) njohuri t\u00eb pamjaftueshme p\u00ebr pun\u00ebn dhe ndikimin e nismave ekzistuese; dhe m\u00eb e r\u00ebnd\u00ebsishmja 4) kan\u00eb anashkaluar r\u00ebnd\u00ebsin\u00eb e qasjeve t\u00eb TsK nga posht\u00eb-lart dhe me fokus tek viktimat. Si rrjedhoj\u00eb e k\u00ebtyre nismave paralele, t\u00eb cop\u00ebzuara dhe shpesh t\u00eb mbivendosura, tani rrezikojm\u00eb t\u00eb anashkalojm\u00eb aspekte t\u00eb r\u00ebnd\u00ebsishme t\u00eb koh\u00ebs s\u00eb luft\u00ebs dhe padashtazi t\u00eb promovojm\u00eb nj\u00eb kultur\u00eb t\u00eb pand\u00ebshkueshm\u00ebris\u00eb, t\u00eb injoranc\u00ebs dhe t\u00eb mosnjohjes, duke d\u00ebmtuar k\u00ebshtu komunitetet e prekura dhe duke rr\u00ebnuar n\u00eb planin afatgjat\u00eb paqen e pajtimin e q\u00ebndruesh\u00ebm n\u00eb Kosov\u00eb.<\/p>\n<p>P\u00ebr t\u2019i korrigjuar k\u00ebto t\u00eb meta, ne pohojm\u00eb se Kosov\u00ebs i duhet nj\u00eb infrastruktur\u00eb e integruar dhe diskutuese p\u00ebr drejt\u00ebsin\u00eb tranzicionale, q\u00eb promovon legjitimitetin demokratik dhe efikasitetin<br \/>\ne p\u00ebrpjekjeve p\u00ebr TsK n\u00eb Kosov\u00eb. N\u00eb k\u00ebt\u00eb kontekst, koncepti i shqyrtimit p\u00ebrfshin procese t\u00eb vendimmarrjes mbi TsK, bazuar n\u00eb diskutimin demokratik, konsultimin e gjer\u00eb dhe p\u00ebrfshirjen e<br \/>\nkomuniteteve t\u00eb prekura. Duke u mb\u00ebshtetur n\u00eb informatat e dh\u00ebna nga t\u00eb anketuarit dhe analizat krahasuese nga vendet e tjera, parashikojm\u00eb se demokratizimi i p\u00ebrpjekjeve p\u00ebr TsK n\u00eb Kosov\u00eb<br \/>\nduhet t\u00eb kaloj\u00eb n\u00eb kat\u00ebr faza. S\u00eb pari, propozojm\u00eb q\u00eb Kosova t\u00eb krijoj\u00eb nj\u00eb mir\u00ebkuptim komb\u00ebtar t\u00eb informuar nga qytetar\u00ebt mbi parimet dhe etik\u00ebn p\u00ebr TsK n\u00eb Kosov\u00eb. K\u00ebto parime dhe kjo etik\u00eb duhet t\u00eb udh\u00ebheqin pun\u00ebn e t\u00eb gjitha pal\u00ebve t\u00eb interesuara komb\u00ebtare dhe nd\u00ebrkomb\u00ebtare q\u00eb punojn\u00eb me TsK n\u00eb Kosov\u00eb. Ato duhet t\u00eb promovojn\u00eb t\u00eb drejtat, nevojat dhe interesat e komuniteteve t\u00eb prekura; t\u00eb sigurojn\u00eb ekuilibrin gjinor; dhe t\u00eb promovojn\u00eb de-etnizimin, depolitizimin dhe depersonalizimin e nismave t\u00eb TsK. S\u00eb dyti, propozojm\u00eb krijimin e nj\u00eb baze t\u00eb integruar t\u00eb njohurive dhe t\u00eb depozitimit t\u00eb strategjive, iniciativave dhe mekanizmave ekzistues specifik\u00eb p\u00ebr sektorin, p\u00ebr t\u00eb siguruar transparenc\u00eb, p\u00ebr t\u00eb mund\u00ebsuar dialog dhe p\u00ebr t\u00eb promovuar vendimmarrjen e bazuar n\u00eb prova. S\u00eb treti, propozojm\u00eb zhvillimin e nj\u00eb strategjie komb\u00ebtare p\u00ebr TsK, e cila informohet nga diskutimet me qytetar\u00eb dhe pjes\u00ebmarrje t\u00eb komuniteteve t\u00eb prekura, p\u00ebr t\u00eb siguruar legjitimitetin demokratik dhe sakt\u00ebsin\u00eb e veprimeve p\u00ebr TsK.
