This year\u2019s observation of the\u00a0Day of\u00a0Remembrance of\u00a0the\u00a0Croatian Operation Storm in Serbia,\u00a0and the celebration of the Croatian state holidays, Victory and Homeland Thanksgiving Day and\u00a0Day of Croatian Defenders,\u00a0were\u00a0marked by\u00a0messages that have even further reduced the space for self-critical reassessment of the past and\u00a0acknowledgement\u00a0of the victims, regardless of their\u00a0religious affiliation\u00a0or ethnicity. Croatia has passed the promised\u00a0Law on Civilian Homeland War Victims, but\u00a0in its\u00a0messages about missing persons and criticism\u00a0of the law and practice of\u00a0the\u00a0Hague\u00a0Tribunal related to command responsibility it has\u00a0deviated\u00a0from the obligation,\u00a0as an\u00a0EU Member,\u00a0to promote regional reconciliation. The messages and views of the\u00a0President of Serbia, expressed with heightened nationalist rhetoric, linking the victims of Operation Storm and the\u00a0Jasenovac\u00a0concentration\u00a0camp\u00a0during the Second World War\u00a0as\u00a0historical injustices to the Serbs, does not benefit Serbia or the victims of Operation Storm, who still remember\u00a0they were denied entry into Belgrade, redirected to Kosovo, arrested in the streets\u00a0of\u00a0Serbia\u00a0and forcibly returned to the war\u00a0zone.\u00a0<\/strong><\/p>\n

 <\/p>\n

In Serbia,\u00a0the\u00a0Day of\u00a0Remembrance of the victims of Operation Storm\u00a0included\u00a0a video with a dagger as a symbol of Serbian identity, a performance that linked\u00a0the sufferings in\u00a0Jasenovac\u00a0and\u00a0Operation Storm, and the resolute\u00a0stance\u00a0of the\u00a0President of Serbia that he \u201cwill not\u00a0apologize to those who killed tens and hundreds of thousands of Serbs\u201d. The ceremony\u00a0at the\u00a0Busije\u00a0refugee settlement in\u00a0Batajnica,\u00a0an\u00a0outskirt of Belgrade\u00a0where mass\u00a0graves dating from the war in Kosovo have been discovered, was directed by\u00a0Dragoslav\u00a0Bokan, commander of the White Eagles paramilitary group during the\u00a0early\u00a01990s.<\/span>\u00a0<\/span><\/p>\n

At the ceremony, which Patriarch\u00a0Porfirije\u00a0called a commemoration,\u00a0his\u00a0sensible\u00a0and important words were not given any political attention. The\u00a0Patriarch warned that the abuse of\u00a0the\u00a0victims deepens the\u00a0conflict\u00a0spiral,\u00a0and\u00a0that the matrix of cries for help imprisons (society) in a lasting helplessness\u00a0of\u00a0victimhood. \u201cThe narrative of the victim, as the only possible\u00a0narrative, cannot be a driver, a source of inspiration,\u201d was Patriarch\u00a0Porfirije\u2019s\u00a0important message.<\/span>\u00a0<\/span><\/p>\n

The\u00a0Patriarch prayed for the \u201cinnocent victims of those\u00a0horrific days in August 1995,\u201d but also for \u201call the innocent killed in the cities and villages, streets and fields, houses and apartments.\u201d The\u00a0President of Serbia\u00a0gave\u00a0great attention to the new Serbian identity, which\u00a0in his view is imbued with the columns, refugees\u00a0and\u00a0murders on the\u00a0Petrovac\u00a0Road and the\u00a0Croat\u00a0intention\u00a0that\u00a0there to be no Serbs in Croatia, but also\u00a0with\u00a0Jasenovac,\u00a0Jadovno,\u00a0and\u00a0\u201cevery pit, every\u00a0sledgehammer, every dagger\u201d that were the consequence of that same policy\u00a0of\u00a0the extermination of\u00a0Serbs fifty years earlier.<\/span>\u00a0<\/span><\/p>\n

The\u00a0President of Serbia had a special message for the critics of the \u201cwar heroes\u201d. He warned that he would not allow \u201canyone in Serbia to trample on those who protected\u00a0and defended\u00a0both Serbia and the Serbian name and last name, more than anyone else.\u201d<\/span>\u00a0<\/span><\/p>\n

In Croatia, this year\u2019s celebration of Victory and Homeland Thanksgiving Day and\u00a0the\u00a0Day of Croatian Defenders\u00a0featured recognition of the military and police for the Homeland War, which\u00a0the Speaker of the\u00a0Croatian Parliament\u00a0Gordan\u00a0Jandrokovi\u0107\u00a0said is \u201cthe rock on which the Croatian state lies\u201d,\u00a0and strong messages\u00a0about\u00a0the past, aimed at Serbia and Bosnia and Herzegovina.<\/span>\u00a0<\/span><\/p>\n

Croatian President Zoran\u00a0Milanovi\u0107\u00a0said\u00a0particularly\u00a0that it is not\u00a0a\u00a0good\u00a0thing\u00a0for indictments to be filed in BH against Croatian wartime commanders. Croatia will not\u00a0be\u00a0trying\u00a0its wartime commanders\u00a0–\u00a0\u201cthat is a film\u00a0you will not\u00a0be seeing\u201d, warned the\u00a0President of Croatia. He told Serbia,\u00a0\u201cwe cannot give up on the search for\u00a0the\u00a0several thousand people, or\u00a0the\u00a0at least 2,000\u00a0whose whereabouts\u00a0we do not know,\u00a0and we cannot agree\u00a0that\u00a0the\u00a0people who allegedly\u00a0also\u00a0disappeared\u00a0in Croatia, but\u00a0of a different nationality,\u00a0should be accorded\u00a0the same\u00a0status as them.\u201d<\/span>\u00a0<\/span><\/p>\n

Prime Minister Andrej\u00a0Plenkovi\u0107\u00a0pointed out the significance of resolving the fates of the missing persons. \u201cDiscovering the truth about the missing persons, processing war crimes and achieving justice is our perpetual duty. That is why\u00a0we continue to carry out\u00a0the symbolic gestures\u00a0made\u00a0last year, guided by the policy of reconciliation, coexistence and understanding, while respecting historical truths and expressing\u00a0reverence\u00a0for\u00a0all innocent victims. But we will not\u00a0allow\u00a0the legitimacy of [Operation] Storm nor the defensive\u00a0nature\u00a0of the war\u00a0to be questioned\u201d. His message to Serbia was\u00a0that it should\u00a0\u201cabandon the futile policy of the past, face its responsibility and turn to\u00a0a\u00a0policy of reconciliation and the future\u201d.<\/span>\u00a0<\/span><\/p>\n

It is\u00a0worrisome\u00a0that\u00a0a list of\u00a0the victims\u00a0from\u00a0the 1990s wars\u00a0has\u00a0not been\u00a0produced,\u00a0and that\u00a0among\u00a0the leaders of the post-Yugoslav states\u00a0there are no\u00a0politically\u00a0seasoned\u00a0and responsible\u00a0persons\u00a0who\u00a0could\u00a0come together\u00a0around this civilizational and historical obligation.<\/span>\u00a0<\/span><\/p>\n
