{"id":135500,"date":"2015-10-30T12:19:54","date_gmt":"2015-10-30T11:19:54","guid":{"rendered":"http:\/\/www.recom.link\/researching-reconciliation-between-public-narratives-and-micro-politics-2\/"},"modified":"2015-10-30T12:43:01","modified_gmt":"2015-10-30T11:43:01","slug":"researching-reconciliation-between-public-narratives-and-micro-politics","status":"publish","type":"post","link":"https:\/\/www.recom.link\/bhsc\/researching-reconciliation-between-public-narratives-and-micro-politics\/","title":{"rendered":"Istra\u017eivanje pomirenja: izme\u0111u javnih narativa i mikro-politike"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>Pi\u0161e <strong>Catherine Baker<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Ko posle ratova u biv\u0161oj Jugoslaviji treba me\u0111u sobom da se pomiri, \u0161ta sve treba da se desi da bi se pomirenje odigralo, i kako neko mo\u017ee da zna da li je zaista ostvareno?<\/p>\n<p>Brojni istra\u017eiva\u010di i politi\u010dari ve\u0107 su poku\u0161ali da odgovore na ta pitanja u kontekstu postjugoslovenskih dru\u0161tava, pri tome \u010desto impliciraju\u0107i da bi smisleno pomirenje moglo da zahteva puno \u0161iri dru\u0161tveni, politi\u010dki i ekonomski proces transformacije, \u0161iri od bilo kog procesa kom su aktuelne politi\u010dke strukture bile posve\u0107ene do sada.<\/p>\n<p>\u201ePomirenje se\u201c, <a href=\"http:\/\/www.ingentaconnect.com\/content\/berghahn\/focaal\/2010\/00002010\/00000057\/art00001\">prema re\u010dima antropolo\u0161kinje <strong>Marite Eastmond<\/strong><\/a>, \u201enametnulo kao dominantan narativ na\u0161eg vremena\u201c, kao jedan pretpostavljeni moralni univerzum kom bi svi stanovnici postkonfliktnih dru\u0161tava trebalo da te\u017ee, i to bi samo po sebi trebalo da bude o\u010digledno. U savremenoj me\u0111unarodnoj politici, pomirenje predstavlja ne\u0161to vi\u0161e od isklju\u010divo teorijskog koncepta; ono je istovremeno i politi\u010dki cilj brojnih institucija i nevladinih organizacija, kome se te\u017ei u okviru \u010ditavog paketa inicijativa za koje se pretpostavlja da \u0107e spre\u010diti budu\u0107e sukobe. Odnosi izme\u0111u organizacija i svakodnevnih zajednica (<em>everyday communities<\/em>) i razli\u010diti okviri za tuma\u010denje i spoznaju pro\u0161losti i sada\u0161njosti, koji se mogu sresti u bilo kom od ovih konteksta, daju pozadinu velikom delu akademskog istra\u017eivanja o pomirenju u postjugoslovenskim dr\u017eavama nakon ratova iz devedesetih godina.<\/p>\n<p>Jednostavno shvatanje pomirenja posle etnopoliti\u010dkog sukoba moglo bi da se prona\u0111e u pretpostavci da je re\u010d o pomirenju naroda, odnosno etni\u010dkih grupa koje su bile u sukobu. Me\u0111utim, ukoliko bi se takva pretpostavka shvatila kao njegova jedina dimenzija, pomirenje bi se tuma\u010dilo povr\u0161nim \u010ditanjem istorije, \u010dime se zapostavlja \u010ditava dinamika koja omogu\u0107ava i dovodi do izbijanja nasilja, i zatim ga odr\u017eava. Umesto toga, istra\u017eivanje pomirenja moglo bi da se bavi i institucijama koje oblikuju prostor u kom pomirenje mo\u017ee da se odigra; kolektivnim narativima o bli\u017eoj i daljoj pro\u0161losti, koji bi mo\u017eda i sami me\u0111u sobom trebalo da se izmire; oblastima dru\u0161tva koje su mo\u017eda klju\u010dne za pokretanje pomirenja ili onima u kojima se mo\u017eda \u010dini da je pomirenje ne\u010dim opstruirano; pa \u010dak i pretpostavkama koje u\u010desnici i posmatra\u010di stvaraju o tome ko i \u0161ta bi trebalo da se pomiri, i koliko je to zna\u010dajno.<\/p>\n<p>Istra\u017eiva\u010di koje interesuje \u0161ta bi pomirenje moglo da zna\u010di i na koji je na\u010din mogu\u0107e u praksi, pisali su o mnogim aspektima post-konfliktnog dru\u0161tva, posebno kada je re\u010d Bosni i Hercegovini. Na primer, pitanje povratka izbeglica je Dejtonskim sporazumom utvr\u0111eno kao pretpostavljeni preduslov pomirenja. Me\u0111utim, nakon svog istra\u017eivanja u Sarajevu i Banjaluci, <strong>Anders Sefansson<\/strong> je bio jedan od retkih istra\u017eiva\u010da koji su <a href=\"http:\/\/globalstudies.gu.se\/digitalAssets\/809\/809981_WP10Stefansson.pdf\">sugerisali<\/a> da programi povratka izbeglica \u201etretiraju samo simptome, a ne i uzroke\u201c sukoba. Lokalne vlasti (a ponekad \u010dak i sami pojedinci koji su bili na polo\u017eajima mo\u0107i tokom rata, i koji su, kao vojnici ili pripadnici paravojnih formacija, u\u010destvovali u proterivanju ljudi iz njihovih ku\u0107a) i dalje su bile u polo\u017eaju da zastra\u0161uju povratnike isticanjem nacionalisti\u010dkih simbola oko gradova, istovremeno ih spre\u010davaju\u0107i da odr\u017eavaju komemoracije svojim mrtvima, \u0161to je zabele\u017eio i <strong>Hariz Halilovi\u0107<\/strong> <a href=\"http:\/\/www.berghahnbooks.com\/title.php?rowtag=Halilovi\u010dPlaces\">u svom istra\u017eivanju<\/a> sprovedenom me\u0111u Bo\u0161njacima koji su proterani sa teritorija od kojih je kasnije nastala Republika Srpska. Dakle, iako se neki od raseljenih jesu vratili, postavlja se pitanje da li je pod takvim okolnostima uop\u0161te do\u0161lo do \u201epomirenja\u201c.<\/p>\n<p>Obrazovanje je jo\u0161 jedna oblast u kojoj bi mogli da se naprave veliki iskoraci ka pomirenju, ukoliko bi mladi bili obu\u010deni da se suprotstave pojednostavljenim konceptima kolektivnog antagonizma. Me\u0111utim, uloga obrazovanja je ograni\u010dena opstrukcijom upravo onih interesnih grupa koje bi bile ugro\u017eene tom vrstom transformativnog obrazovanja. Tako poslednja knjiga <strong>Azre Hromad\u017ei\u0107<\/strong>, <em><a href=\"http:\/\/www.upenn.edu\/pennpress\/book\/15365.html\">Gra\u0111ani prazne nacije<\/a><\/em>, prati napore da se jedna presti\u017ena \u0161kola, mostarska gimnazija, ponovo integri\u0161e u grad koji je postao skup monoetni\u010dkih prostora, ozna\u010denih samo kao \u201ebo\u0161nja\u010dki\u201c ili \u201ehrvatski\u201c. Ona sugeri\u0161e da je nedostatak transetni\u010dkih dru\u0161tvenih prostora u ostatku grada ograni\u010dio napore u\u010ditelja i donatora da prevazi\u0111u \u201epodele u glavama\u201c novih generacija. Prikazuju\u0107i kako me\u0111unarodna intervencija mo\u017ee da produbi etnopoliti\u010dke podele \u010dak i bez namere, Hromad\u017ei\u0107 se svojim zaklju\u010dcima pridru\u017euje istra\u017eiva\u010dima kao \u0161to su <strong><a href=\"http:\/\/dx.doi.org\/10.1080\/13533312.2012.722001\">Stefanie Kappler<\/a><\/strong> i <strong><a href=\"http:\/\/eu.wiley.com\/WileyCDA\/WileyTitle\/productCd-1444337009.html\">Alex Jeffrey<\/a><\/strong>, koji su intenzivno izu\u010davali mikro-politiku me\u0111unarodno vo\u0111enih mirotvornih i dr\u017eavotvornih inicijativa.<\/p>\n<p>Paralelno s tim, projekat posleratne krivi\u010dne pravde je, u samom svom za\u010de\u0107u, trebalo da otvori puteve ka pomirenju izvo\u0111enjem pojedinaca pred sud i rasvetljavanjem istine putem objektivnih dokumentarnih i forenzi\u010dkih dokaza, ali i tako \u0161to bi pokazao da je odgovornost za zlo\u010dine pitanje individualne, a ne kolektivne odgovornosti. Me\u0111utim, dve decenije kasnije, u sprovedenim istra\u017eivanjima pokazalo se da je Me\u0111unarodni krivi\u010dni tribunal za biv\u0161u Jugoslaviju (MKTJ) sve osim mehanizma za pomirene. <strong><a href=\"http:\/\/www.cornellpress.cornell.edu\/book\/?GCOI=80140100357920\">Jelena Suboti\u0107 zastupa tezu<\/a><\/strong> da su postjugoslovenske dr\u017eave, umesto strate\u0161ke participacije u projektima \u201etranzicione pravde\u201c, zapravo \u201eotele\u201c tu vi\u0161u ulogu koju je Tribunal mogao da ima; <strong>Janine Natalya Clark<\/strong> je tokom svog rada na terenu u nekoliko krajeva Hrvatske, Bosne i Hercegovine i Kosova <a href=\"http:\/\/www.tandf.net\/books\/details\/9781138999206\/\">zaklju\u010dila<\/a> da MKTJ nije imao bilo kakve pozitivne efekte na \u201epomirenje na terenu\u201c, a da krivi\u010dna pravda zapravo uop\u0161te i nije mehanizam primeren za pomirenje, odnosno da ne treba ni o\u010dekivati da ono njim bude ostvareno. Takvu razo\u010daranost u proklamovane ciljeve MKTJ-a potvr\u0111uju i brojni pre\u017eiveli svedoci (\u0161to je tokom svog rada utvrdio i <strong><a href=\"http:\/\/ji\u0107.oxfor\u0111ournals.org\/content\/8\/1\/113.\u0161ort\">Refik Hod\u017ei\u0107<\/a><\/strong>), nezadovoljni pre svega odnosom Tribunala prema njihovim svedo\u010danstvima i dokazima, kao i brojni u\u010desnici raznih konferencija za <em>outreach, <\/em>koji posle njih uop\u0161te nisu bili ube\u0111eni (kao \u0161to je utvrdila i <strong><a href=\"http:\/\/dx.doi.org\/10.3167\/fcl.2010.570104\">Johanna Mannergren Selimovi\u0107<\/a><\/strong>) da zaista treba da oproste i \u201enastave dalje\u201c. Paralelno s tim, su\u0111enja za ratne zlo\u010dine pred \u201edoma\u0107im\u201c sudovima bila su predmet brojnih specijalizovanih studija i istra\u017eivanja, ali nikada nisu u potpunosti objedinjeni transnacionalnim komparativnim analizama na \u0161irem planu.<\/p>\n<p>Da li su neki drugi vidovi svedo\u010danstva van okvira sudskog procesa usmerenog na ka\u017enjavanje mo\u017eda delotvorniji u osporavanju ideja o kolektivnom stradanju i kolektivnoj krivici? Organizacije civilnog dru\u0161tva okupljene oko REKOM-a i feministi\u010dke aktivistkinje koji organizuju <em>\u017denski sud<\/em> veruju da je tako; o tim, takozvanim \u201einicijativama u toku\u201c pisali su i brojni istra\u017eiva\u010di (i o njima se stalno objavljuju nove studije), od koji su neki i sami u\u010destvovali u doga\u0111ajima koji se u okviru njih organizuju. Projekti usmene istorije, poput <em><a href=\"http:\/\/www.croatianmemories.org\/en\/\">Hrvatskih se\u0107anja<\/a><\/em> i <em><a href=\"http:\/\/oralhistorykosovo.org\/\">Usmene istorije Kosova<\/a><\/em>, predstavljaju jednu drugu vrstu alternativnog prostora, u kom ljudi mogu da govore o svojim iskustvima na na\u010din na koji su im <em>mainstream<\/em> postjugoslovenski mediji veoma retko omogu\u0107avali.<\/p>\n<p>\u010cije \u0107e se onda pri\u010de najverovatnije \u010duti, i ko \u0107e ih slu\u0161ati? Jedna od dimenzija kriti\u010dkog pristupa pomirenju ogleda se i u razmatranju nejednakog pristupa javnoj sferi i aktivnog u\u0107utkivanja odre\u0111enih vrsta govora o pro\u0161losti, \u010dime se bavila i <strong><a href=\"http:\/\/www.ibtauris.com\/Books\/Humanities\/History\/Regional%20%20national%20history\/European%20history\/Ethnic%20Conflict%20and%20War%20Crimes%20in%20the%20Balkans%20The%20Narratives%20of%20Denial%20in%20Postconflict%20Serbia.aspx?menuitem=%7b5E667009-66A3-482D-B3BE-6BBF6F416DBC%7d\">Jelena Obradovi\u0107-Wochnik u okviru istra\u017eivanja<\/a><\/strong> problema \u201eporicanja\u201c u Srbiji. Druga dimenzija se ogleda u priznanju, kako je to <a href=\"http:\/\/brock.s\u010dolarsportal.info\/journals\/SSJ\/article\/view\/1045\/1015\">formulisao <strong>Stef Jansen<\/strong><\/a>, da u\u010desnici procesa pomirenja imaju \u201erazli\u010dite pozicije\u201c: naime, prostor za me\u0111usobno priznanje i spremnost da se saslu\u0161aju drugi uprkos svim \u201epodelama u glavama ljudi\u201c, \u010desto su se pojavljivali kada su u\u010desnici bili u stanju da vide sebe u uporedivim pozicijama na suprotnoj strani, da vide ljude sa kojima su mogli da se identifikuju, poput o\u010deva i mladih ljudi <a href=\"http:\/\/dx.doi.org\/10.3167\/fcl.2010.570103\">koje je sreo Jansen<\/a> ili, recimo, \u017eena koje su u\u010destvovale u organizaciji \u017denskog suda.<\/p>\n<p>I, \u0161ta bi onda pomirenje uop\u0161te uklju\u010divalo? Na primer, studija o \u017eenskim inicijativama za pomirenje u Bosni <strong>Elisse Helms<\/strong> <a href=\"http:\/\/dx.doi.org\/10.3167\/fcl.2010.570102\">pravi razliku<\/a> izme\u0111u \u201etankog pomirenja\u201c, tj. svakodnevnog poverenja me\u0111u ljudima, i \u201edubokog pomirenja\u201c, koje podrazumeva odre\u0111enu vrstu empati\u010dnog dijaloga koji je bilo malo te\u017ee ostvariti, i koji \u017ertve nisu nu\u017eno ni \u017eelele. Mo\u017eda pomirenje zapravo i nije cilj samo po sebi. Pitanje koje je sa tim u vezi postavio Jansen <a href=\"http:\/\/brock.s\u010dolarsportal.info\/journals\/SSJ\/article\/view\/1045\/1015\">u naslovu jednog svog \u010dlanka<\/a> &#8211; <em>Ako je pomirenje odgovor, da li mi postavljamo prava pitanja?<\/em> \u2013 vodilo je i moj opis toga kako istra\u017eiva\u010di generalno tuma\u010de izgradnju mira i tranzicionu pravdu (koji sam izlo\u017eila u zaklju\u010dnim poglavljima <a href=\"http:\/\/www.palgrave.com\/page\/detail\/The-Yugoslav-Wars-of-the-1990s\/?sf1=barcode&amp;st1=9781137398987\">moje knjige o jugoslovenskim ratovima<\/a>). Jansen je pozvao istra\u017eiva\u010de da se zapitaju \u201e\u010dije pomirenje se \u017eeli [\u2026], ko ga \u017eeli, za koga i zbog \u010dega\u201c, sugeri\u0161u\u0107i da \u010ditav koncept rizikuje da skrene pa\u017enju sa nekih radikalnijih na\u010dina za uspostavljanje pravde i omogu\u0107avanje politi\u010dke participacije.
