{"id":133746,"date":"2015-06-09T10:24:15","date_gmt":"2015-06-09T09:24:15","guid":{"rendered":"http:\/\/www.recom.link\/the-culture-of-remembrance-and-critical-self-reflection-2\/"},"modified":"2015-06-09T10:46:53","modified_gmt":"2015-06-09T09:46:53","slug":"the-culture-of-remembrance-and-critical-self-reflection","status":"publish","type":"post","link":"https:\/\/www.recom.link\/bhsc\/the-culture-of-remembrance-and-critical-self-reflection\/","title":{"rendered":"Kultura sje\u0107anja i kriti\u010dna samorefleksija"},"content":{"rendered":"<p>Kada govorimo o procesima suo\u010davanja s pro\u0161lo\u0161\u0107u, moramo najprije razlu\u010diti nekoliko srodnih i sli\u010dnih, no ipak razli\u010ditih pojmova. Kada govorimo o politikama pro\u0161losti i politikama povijesti, referiramo se na specifi\u010dne javne politike koje vlade razli\u010ditih zemalja poduzimaju kako bi obilje\u017eile neki doga\u0111aj iz pro\u0161losti, prenijele institucionalno i kolektivno sje\u0107anje i iskustvo i preto\u010dile ga u neki segment javnog obrazovanja i kulture ili ga pak ugradile u dr\u017eavni protokol, koji \u010desto posjeduje i elemente dr\u017eavnog rituala, odnosno takozvane \u201ecivilne religije\u201c. S druge pak strane stoji kultura sje\u0107anja \u2013 razli\u010dite kulture prakse prisje\u0107anja na bli\u017eu i daljnju pro\u0161lost koje mogu, ali i ne moraju imati institucionalizirani karakter. Drugim rije\u010dima, one u pravilu imaju puno spontaniji, organskiji na\u010din nastajanja i funkcioniranja. Sje\u0107anje je uvijek intimnije, osobnije i emotivnije, dok je povijest vezana uz dr\u017eavne institucije i kolektivne narative koji su nu\u017eno odmaknuti od svakodnevnog \u017eivota i apstrahirani od razine pojedina\u010dnog ljudskog iskustva.<\/p>\n<p>Dakle, pri razlikovanju institucionalne i osobne, odnosno dru\u0161tvene razine suo\u010davanja s pro\u0161lo\u0161\u0107u, odnosno njenog prera\u0111ivanja (njem. <em>Aufarbeitung<\/em>), potrebno je biti svjestan razli\u010ditih razina poimanja pro\u0161losti. Francuski povjesni\u010dar Pierre Nora jasno razdvaja sje\u0107anje (gr\u010d. <em>memoria<\/em>) na osobnoj razini i povijest (gr\u010d. <em>historia<\/em>) na dr\u017eavnoj razini. Sje\u0107anje je otvoreno, \u017eivo, intimno. Povijest je pak apstrahirana, depersonalizirana, institucionalizirana i kodificirana.<\/p>\n<p>Naposljetku dolazimo do pitanja pomirbe, kako one individualne, tako i one kolektivne, ali i do pitanja tranzicijske pravde, odnosno postkonfliktnog upravljanja pravosudnim procesima istra\u017eivanja i sankcioniranja ratnih i poratnih zlo\u010dina i kr\u0161enja ratnog prava i ratnih obi\u010daja.<\/p>\n<p>Osobna iskustva su nu\u017eno heterogena i kontradiktorna. Rad udruga, uklju\u010denih u inicijativu za REKOM, s ljudima na terenu treba vrednovati takva iskustva, ba\u0161 zbog toga \u0161to su osobna i pru\u017eaju uvid u reperkusije rata na ljudsku svakodnevicu, no ona nemaju poop\u0107ivi karakter. Premda opre\u010dna, ovaj sje\u0107anja razli\u010ditih ljudi mogu pripomo\u0107i u individualnom prevladavanju pro\u0161losti i okretanju k budu\u0107nosti. Me\u0111utim, prevelik fokus na runde susreta i iskaza po\u010dinitelja i \u017ertava, kreirane po uzoru na ju\u017enoafri\u010dko Povjerenstvo za istinu i pomirbu (<em>Truth and Reconciliation Commission<\/em>), pone\u0161to zamagljuje stvarnost i ne stvara dovoljno dobre temelje za budu\u0107nost. Naime, iskazi \u017ertava, prije svega onih civilnih, izrazito su bitni kako zlo\u010din ne bi pao u zaborav. Me\u0111utim, objelodanjivanje nije dovoljno. Istinska zadovolj\u0161tina i zacjeljivanje rana mogu\u0107i su jedino ako prikupljeni iskazi, dokazi i popratna dokumentacija budu rezultirali policijskim istragama i sudskim procesima. Krajnji cilj REKOM-a ne bi trebala biti samo pomirba i normalizacija odnosa me\u0111u postjugoslavenskim dr\u017eavama (normalizacija je odavno postignuta), ve\u0107 i slanje dviju va\u017enih, op\u0107eljudskih poruka. Prva poruka glasi \u2013 zlo\u010din se ne isplati i svaki skriven zlo\u010din prije ili poslije iza\u0107i \u0107e na vidjelo. Druga poruka glasi \u2013 rat je dru\u0161tveno nepo\u017eeljan, budu\u0107i da u ratu svi pate i malo tko ostaje neokrznut, na ovaj ili onaj na\u010din.<\/p>\n<p>Uva\u017eavanje individualnih iskustava, osobnih pri\u010da koje odstupaju od slu\u017ebene historiografije i priznavanje ljudske patnje i stradanja me\u0111u svim vojskama i skupinama civilnog stanovni\u0161tva nije i ne mo\u017ee biti poziv za redefiniranje povijesnih uloga agresora i branitelja, napada\u010dke i obrambene vojske. Ratno stradanje je univerzalno, no jasno utvr\u0111ene uzro\u010dno-posljedi\u010dne veze i kronologija zbivanja ukazuju na pobjedni\u010dke i pora\u017eene strane, na krivce i nevine. Brisanje ili umanjivanje ovih razlika bi uvelike potkopalo napore u prevladavanju posljedica rata te ne bi bilo zalog za pomirbu, ve\u0107 za zarobljenost u ratnoj pro\u0161losti.<\/p>\n<p>O pribli\u017eavanju stavova mo\u017eemo govoriti na razini akademske rasprave, no te\u0161ko ga mo\u017eemo o\u010dekivati na politi\u010dkoj razini ili pak na razini samih gra\u0111ana \u2013 sudionika ratova i \u017ertava ratnih stradanja. \u010cak i unutar akademskog konteksta te\u0161ko je vi\u0161estruke poglede na pro\u0161lost svesti na zajedni\u010dki nazivnik, a kamo li izvan njega, izvan kojega je razina trpeljivosti prema duboko druga\u010dijim nazorima i stajali\u0161tima kudikamo ni\u017ea. Posljednjih godina me\u0111unarodna akademska zajednica postigla je stanovitu razinu konsenzusa o kronologiji i kauzalnim odnosima u ratovima na podru\u010dju biv\u0161e Jugoslavije. Me\u0111utim, trezveni i balansirani uvidi do koji su do\u0161li kolege na vode\u0107im svjetskim znanstvenim institucijama jo\u0161 nisu nai\u0161li na odjek na katedrama na postjugoslavenskim sveu\u010dili\u0161tima. Za napredak akademske rasprave o ratnoj pro\u0161losti i prevladavanju pro\u0161losti potrebna je stoga kriti\u010dna samorefleksija unutar pojedina\u010dnih nacionalnih akademskih zajednica.<\/p>\n<p>Iz gore navedenih razloga zajedni\u010dko pisanje slu\u017ebene povijesti od strane pobjednika i pora\u017eenih nije i ne mo\u017ee biti ostvarivo. Prema tome, ideja o zajedni\u010dkim ili \u010dak i o uskla\u0111enim ud\u017ebenicima suvremene povijesti potpuno je iluzorna te ne doprinosi pomirbi.<\/p>\n<p>\u0160to je, dakle, potrebno za izgradnju pomirenja na institucionalnoj razini? Prije svega, potrebno je otvoriti arhive kako bi se omogu\u0107ila istinska suradnja forenzi\u010dara, antropologa, povjesni\u010dara i politologa iz zemalja nasljednica SFRJ. Bez utvr\u0111ivanja \u010dinjenica i bez dobro koordiniranih institucija koje \u0107e prikupljati gra\u0111u, nije mogu\u0107 nikakav napredak u procesu ka\u017enjavanja zlo\u010dina, pomirbe i izgradnje mira.<\/p>\n<p>Utvr\u0111ivanjem \u010dinjeni\u010dnog stanja (broj \u017ertava, nalogodavci, izvr\u0161itelji, mjesto po\u010dinjenja zlo\u010dina) mo\u017ee se i mora se zaustaviti manipuliranje \u017ertvama i licitiranje brojevima \u017ertava koje se u razli\u010ditim kontekstima koristi kao oru\u0111e politi\u010dke legitimacije \u2013 status \u017ertve koristi se za opravdavanje politi\u010dkog djelovanja, bilo u ratu, bilo nakon njega. Nakon utvr\u0111ivanja lokacija po\u010dinjenja zlo\u010dina, sve \u017ertve i njihove obitelji moraju biti u prilici obilje\u017eiti grobove svojih najbli\u017eih na dostojan na\u010din. Budu\u0107i da pitanje pomirbe i prevladavanja pro\u0161losti u zemljama biv\u0161e Jugoslavije ne obuhva\u0107a samo ratna zbivanja nakon 1990. godine ve\u0107 \u010desto uklju\u010duje i referiranje po\u010dinitelja i \u017ertava na ranija povijesna razdoblja, bitno je u koordiniranje istra\u017eiva\u010da i popisiva\u010da relevantnih informacija uklju\u010diti i arhivsku gra\u0111u iz prethodnih relevantnih razdoblja (Drugi svjetski rat, razdoblje SFRJ, posebice dokumentacija obavje\u0161tajnih slu\u017ebi). Potrebna je politi\u010dka volja izvr\u0161ne vlasti u \u010dijim rukama se nalazi ve\u0107ina te dokumentacije za suradnjom i dijeljenjem tih informacija s drugim zainteresiranim stranama, odnosno dr\u017eavama.<\/p>\n<p>Kada govorimo o pomirenju na podru\u010dju biv\u0161e Jugoslavije, \u010desto nailazimo na nisko povjerenje gra\u0111ana u pravosudne i predstavni\u010dke institucije (parlamenti). REKOM bi trebao biti potpora slu\u017ebenim institucionalnim kanalima, a nikako njihov supstitut. Bilo bi \u0161tetno kada bi javnost stekla dojam da se radi o tijelu koje bi trebalo zamijeniti ili promijeniti ishode su\u0111enja unutar ICTY-a i nacionalnih sudova kojima su bili delegirani sudski procesi obuhva\u0107eni mandatom Suda u Den Haagu.<\/p>\n<p>Osobno vidim REKOM kao specifi\u010dnu dopunu i potporu pravosudnim procesima na nacionalnoj i me\u0111unarodnoj razini, kao korektiv koji \u0107e prikupljati informacije i vr\u0161iti pritisak na policijska i pravosudna tijela da istra\u017ee pre\u0161u\u0107ivane zlo\u010dine, privedu osobe osumnji\u010dene za po\u010dinjenje tih zlo\u010dina i da pru\u017ee kompenzaciju njihovim \u017ertvama.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Dr Vi\u0161eslav Raos predaje na Fakultetu politi\u010dkih znanosti u Zagrebu<\/em><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"Vi\u0161eslav Raos","protected":false},"author":8,"featured_media":133738,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[591],"tags":[],"class_list":["post-133746","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-specijalno-za-rekom"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v25.6 -
